Topic: How to find out the culprit who is doing wrong work for your website ?

I am curious to know that is there any way to find out the person who is using unnatural SEO techniques for lowering the status of your website. Or if there isn't then how can we analyze the bad links which are created for our website, so that at least we can remove them by disavow tool ?

Interesting question. I would suggest a backlink audit to identify the bad links. Frequency of this audit can be decided according to your competitor's size and budget for negative SEO. Anyway, a backlink audit every month is worth it in normal circumstances however if you feel being bombarded with negative links on a daily basis, I would recommend a daily backlink audit.

Webmasters tool will be extremely useful in doing the audit. Other paid tools like ahref, majesticseo etc. can also be used. You can keep a track of the domains that you have already audited in previously and mark them as safe or audited or reported to disavow. New links need to be analysed.
