Webmasters tool will be extremely useful in doing the audit. Other paid tools like ahref, majesticseo etc. can also be used. You can keep a track of the domains that you have already audited in previously and mark them as safe or audited or reported to disavow. New links need to be analysed.

Interesting question. I would suggest a backlink audit to identify the bad links. Frequency of this audit can be decided according to your competitor's size and budget for negative SEO. Anyway, a backlink audit every month is worth it in normal circumstances however if you feel being bombarded with negative links on a daily basis, I would recommend a daily backlink audit.

And I agree that its about quality of content than quantity of content. Thanks helloravijangid and rajan.aug for correcting me. The same amount of more "Quality content" would give me better google ranks in sub domain or sub directory??

If I am correct then for a sub domain, SEO has to be done from scratch but the subdirectory version will get all the benefits of the SEO already done for the website. So a forum in subdirectory would get better organic views than forum in sub domain initially.
